Tile floor was stripped and waxed by a floor service. Small amounts of floor wax splattered on baseboard and wall. Can it be removed without damage to the woodwork and paint?

Yes it can ! however wax can be hard to remove. I always use lacquer thinner to remove wax.. How ever this can also remove rather easy. Your woodwork will be fine. The paint is the bigger issue. Just try not to scrub to hard and you should be OK. You may even try mineral spirits.
