Very simple, plastic is a vapor barrier to help keep moisture away from the floor. This is widely used on a concrete floors with the laminate flooring padding or part of it.

Padding without the vapor barrier would be use for anything but a concrete floor.

do i need to lay anything down on a plywood floor? its not a room that will be used everyday.

Yes, you really should install some kind of padding. You can use the cheapest stuff you can find. But you really should have something down. What you don't want are the locks of the floor to start coming apart and noises. The padding will help prevent that. just don't let the guy in the store try talking you into that padding that cost more then the floor itself, LOL
