I have a flat roof garage where the roof over hangs the front up and over door by 2 feet. The underside of this over hang is sheet asbestos with flaking paint on it. I did not want to rub down or scrape this paint off given the material beneath so I washed the loose pieces of paint off. I intend to cover the underside of the over with 3mm upvc sheet material. My question is should I first stabilise the area with a pva solution and if yes what strength should this be. Any other tips you would be appreciated.

Please briefly explain why you feel this answer should be reported.
Cleaning and at least using a primer would be a good idea to prevent future decay. However if you can post a picture that would really help me.
