Please briefly explain why you feel this question should be reported.

our downstairs (concrete floor) toilet bowl is draining completely out and we are getting sewer gas.  The tank refills, but the bowl drains out.  Can we replace just the wax ring or are we going to have to replace the toilet?

    Has this always been doing this?  The trap is what stops gases from coming up. A improper vent will also do this. And no replacing the ring wont help at all.
