I live in south Georgia and am enclosing my back deck. I will be using metal roofing. Will Styrofoam insulation help with condensation from the roof? Also does the silver side of the insulation go up or down?

Enclosing it how? Are you referring to as a screened in room? or a 4 season room. If you’re enclosing it with screen then insulation would be senseless.
The foil or paper would always face the heated area.
