I have a dryer that I need to move 15 feet. Is there a junction box solution that I can use to wire new cable from the exisiing dryer spot to the new location? OR do i have to run new wiring from the main panel to the new dryer location.

Yeah sure thing. Just use a 4″ metal box with a cover for the junction. By code that box should be accessible. And make sure you ground that box while making the connections.
