I have a 220 outlet for my miller mig welder. I just got a dryer that has 4 prong plug. Can i wire my dryer plug to a new end that fits my welder outlet by not using the neutral?

Depends on if your new dryer requires a natural or not. You’ll have to look at your dryer specs.
