Dear Dominick,
I live in an apartment. My electrical panel does not have a main power shut-off; What’s up with this?
If an electrical service is 11ov can a 220v circuit safely be achieved by installing a 220v breaker, properly on the “A” and “B” phase on a 110v service with no main shut-off on the panel or sub-panel box?
Before I get into a heap of trouble or just look plain cheap, what are your prices to answer questions?

Some panels are like that. As long as you do have two hots in the pnael and you should then yes you can get 220 by installing the right two pole 220 breaker.
