Took down a floresence fixture that was wired to a 3 way switch and installed new track lighting with LED light heads.

Now lights don’t come on. tried both switched and nothing is coming on  Checked voltage at the light switches and I have voltage.  Checked voltage coming into the track and I have power but the lights don’t come on. Checked the light heads on a different track that is on a singles switch and they work. Does track lighting require a different track for a 3 way switch operation?  I am at a loss please help.
