I have an outlet outside on my patio, it is GFI protected but its GFI outlet is in the garage. I want to add an additional outlet along my patio wall to power a small garden fountain pump. Can I come off of the outlet that is outside – how can I wire it.

Sure can. since that outlet is at the end of that circuit you’ll see the power coming into the outlet and you’ll see an unused side of the outlet (load) just use that side for the new outlet.
